 IMPORTANT INFORMATION ABOUT YOUR WATER RATES

This notice is being provided to you by the Canebrake County Water District (CCWD) pursuant to California Constitution Article XIIID (also known as “Proposition 218”). Under the terms of Proposition 218, CCWD is required to notify the property owners of record of proposed changes to property-related fees, such as water service.

This serves as notice that the CCWD will conduct a public hearing, at the time, date and location specified above, during its regular meeting to consider as the first Agenda item the recommended adjustments to the district’s water service rates and charges. If approved, the proposed adjustments will first appear on bills beginning in April 2026. All members of the public are invited to attend the public hearing. Additionally, under California state law, all property owners and customers of record may submit a written protest to the proposed rate changes. Mailed protest must be received by March 13, 2026. Only one protest per parcel is permitted.

All written protests will be verified. You may also appear at the public hearing at the date and time specified above. 

Basis for Rate Changes

The CCWD has made large upgrades to the water system which has impacted our reserves.

The rate increase is needed to:

  • bring our reserves back on track
  • cover the costs of upcoming upgrades (automation, blow-offs, poly pipe replacement, pumps, steel tank liner, valves)
  • prepare for unexpected repairs (due to an aging system, weather)
  • account for inflation and higher maintenance costs

Proposed water rate increases are as follows:

Base water access fee: $100 per two months. Water usage fees will remain unchanged

Water Usage Fees:

  • Tier 1: 1.9 cents/gallon (<5k gallons in two months) 
  • Tier 2: 4.5 cents/gallon (5-10k gallons in two months)
  • Tier 3: 6.0 cents/gallon (>10k gallons in two months)

To help understand the change, this increase equates to a base water access fee of $50/month.
